The Gotei 13 are the elite Captain and Lieutenants of the Soul Society's Soul Reaper army. Split into 13 different divisions, they keep the peace and battle the Hollows.
The Gotei 13(護廷十三隊, goteijūsantai) are the leadership of the main military force of Soul Reapers(死神, shinigami) in the realm calls the Soul Society. They were created as part of the manga BLEACH that is written and illustrated by Tite Kubo in 2001.

Besides the 13 squads there are also 3 special groups: the Kido corps which deals in magic conjuring, Special Forces lead by the captain of the 2nd division and dealing with spying and detention/jail, and thirdly the Scientific Bureau .
The Gotei 13 is headed by Shigekuni Yamamoto Genryusai, leader of the 1st division. The Gotei 13 was created to diminish hollows, a creature that eats the souls of humans.
There are three ways to become a captain of the Gotei 13; you must either be able to use Bankai, have the recommendation of 6 other captains and approval of another 3, or defeat another captain with at least 200 witnesses.
