Ginjo is a member of the Xcution.
He Is also revealed to be a user of Fullbring and also a member of Xcution, a group of people infected with hollow like-powers before birth. He invites Ichigo and plan restore Ichigo's shinigami power, just so they can get rid of their own power which they find it disgusting. Ginjo is a member of Xcution, a group of Fullbrings who, at one point, were headed by Tsukishima, before his defection, and Ginjo steps in as the de-facto leader.
The character of Ginjo Kugo is an antagonist character of the BLEACH series that was created by Tite Kubo, It first began serialization Weekly Shonen Jump in August 2001. He was later introduced during the Lost Shinigami Substitute Arc story arc.
His first appeared in BLEACH Volume 49, CH. 424 "The Lost Agent", and his first anime appearance was in BLEACH - Episode * "??". His character in the Japanese series is voiced by Hiroki Tōchi, and the U.S. dub produced by VIZ Media has yet to announce a voice actress.
Years after the incident with Aizen, Ichigo Kurosaki no long had the power of shinigami. However, that didn't stop Ginjo and rest of Xcution from searching him, since Ichigo is the only one who has power of both shinigami and hollows. Ginjo approached him with an offer, bringing back Ichigo's lost shinigami power. Ichigo refused the offer at first, but when Uryuu Ishida was attacked and had severe injury, Ichigo realized he was powerless to protect everybody. Later Ichigo contacted Ginjo to accept the offer. Ginjo invited Ichigo to Xcution's headquarter, and introduced other members and also demonstrated their power, fullbring. Ginjo then made Ichigo fight other member as a means to awaken Ichigo's fullbring power.
Just like other fullbring users Ginjo can manifests soul of inanimate objects. In his ability to change the crucifix around his neck into a claymore, the Cross of Scaffold, by drawing the "soul" out of it to its potential, as is the power of all fullbring, manifested uniquely to him.
