So after watching this movie again after many many years I kind of wondered if something I enjoyed in my childhood would still hold my interest today... It did. More on that throughout this review.
Now I am going to start this by saying I love the new series Renegades, but have found it tough as an adult to get into the original series. I however had no problem getting into this movie again.
The plot is very simple, Serpentor was not the creation of Dr. Mindbender, but of Cobra-La, who gave Mindbender the idea to create the warlord, Serpentor calls out Cobra Commander on his failures and the rest of COBRA call out Cobra Commander on these accusations as well. This leads to much infighting that goes on until Pythona arrives and breaks into the COBRA base.
Pythona reveals herself to Serpentor and snows him a device the Joe's are testing that she wants him to steal.
Now the Joe's test this device which is meant to solve the world's energy problems and COBRA tries to steal it.

A blinded Road Block and the devolving Cobra Commander join forces
Duke's brother Falcon accidentally allows Zartanna to breach security
Serpentor is broken out
Falcon is court marshaled
Falcon is trained by Sgt Slaughter
Duke is seriously injured
Bad ass fight scenes ensue.
Now my major critique of this is that Duke originally died, and from the animation it is pretty clear of this, negative reaction to the numerous deaths in The Transformers The Movie caused this to be altered, and the last scene of this movie saying "Duke is alright!" is lame.
Aside that it was still a blast to watch 23 years later.
GI JOE fans should check this one out
