Ganguro is a fashion trend where young girls have deep tans, bleached out hair, and heavy make up.
A Ganguro girl will often be seen with a pale area around the eyes. In anime this is exaggerated. This is from wearing eye protectors during repetative tanning bed sessions. It can also be due to makeup use.
