Censoring?

Heres the thing i dont understand, in the anime they for some reason decided to censore Harribel,  in the manga her shirt doesnt cover the lower half of her breasts but in the anime they decided to cover them completly. This leads to a few more questions, how are they going to censor it when Harribel removes her shirt to show her tattoo or when she goes into her ressurecion form?

Also her subordinatem i cant remember the name, the amazon like lion woman, is completly uncensored, this seems a bit random now but MEH

Because its better than creating a new thread, or maybe seeing the thread inspired a response? 
 
This is the bleach-ice person/pile of sexual objectification, right? What does she look like in the anime, I've only seen the (apparently uncensored) manga version.

Very little has changed. Her top just comes down to below her "chest", still leaving her entire midriff exposed.
