I think Tenjou Tenge has the best martial artists! Aya, Maya, Takayanagi, all of'em rox!;D

I second Kenshiro. He's on a completely different level from Goku. In terms of fighting skill Dragon Ball has little showings.

Definitely Kenshiro is the greatest martial artist in anime. 
 
Tenjho Tenge, History's Strongest Disciple Kenichi, and Dragon Ball have solid martial artists as well, but they don't come close to Kenshiro and the rest of the cast of Hokuto no Ken.

Untrue, Goku has invented new style's while in the middle of battle, Roshi was instantly paralyzed opponents, Z senshi have used grappling moves, many Z senshi can copy techniques, ect.   
 
What exactly constitutes fighting skill in your mind if not the afore mentioned, coupled with standard high speed strikes and counters.

 
Also, Goku Ten and the others are much more versatile h2h that Kenshiro.

I'd say Kenshiro is the best, very skilled. A few DBZ characters could make this list but the show focuses more on power than actual martial arts.
