Shikamaru is by far the better strategist. He took down a member of akatsuki, and it was his plan that allowed the loss of two of Kakuzu's hearts. It's even been stated bu Temari that he has what it takes to be a jonin but he's to lazy. Plus recently he was invited to a meeting between the elders and other top rank shinobi to prepare for the war, along with his father who just happens to be the jonin commander. Shino is good but in terms of tactics Shimamaru is better. In terms of academic work. Shino would win, because Shikamaru is to lazy to do any work there.
