Harribel and Starrk are the only Espada that weren’t determined to kill soul reapers and were fighting mainly to protect themselves from the soul reapers. The only reason Starrk was killed was because his power level was at a point where he was a serious threat to soul reapers so Shunsui decided to finish him off before anyone was seriously hurt by him.
Yeah, Starrk and Baraggan were simply too powerful to be left alive. it took one of the oldest and most senior captains to barely take out Starrk and Baraggan was only beaten by the 2nd most respected kido master and via using his own power against him. Harribel on the other hand was just powerful, not hax and not beyond the power scope of most captains like Starrk and Baraggan were. Plus she is female and Kubo seems to refuse to let any female character of note die, at least in the mainstream time line.Starrk wasn't that powerful, considering none of the people he faced used Bankai
