No, but it sure counts for Faster than Eye movement.
Although it doesn't matter because in another scan we saw fodder Nazis outspeeding bullets.

SMH @ all the translation notes. Anyways, if the white line in the second frame is supposed to represent the path that the character traveled, then he's at least moving faster than the shooters can track him. That can't be confirmed as bullet time just based off of this page though, especially given that in the 3rd frame he seems to be running into bullets rather than bullet timing them.
