does the new bardock manga count as canon?

Well, do the events that happen in this manga referenced later in the main manga? And does this contradict some events from the main manga? If it does, then it is not. If it does not, then it is canon as canon can be. Probably.

Unless DB has a very strict policy of what is canon and what isn't...

It doesn't if you consider the fact that Akira is doing a new project that will revolve around Bardock and Goku's mother Gene.
