OK, it took me a bit to piece this one together, but basically: Moon phase reports that an organization doing consumer studies may have unintentionally revealed the news that Kami Imai's manga Needless is being adapted into an anime directed by Princess Resurrection director Masayuki Sakoi, scripted by Sgt. Frog's Satoru Nishizono, and designed by CLAMP in Wonderland 2 and Kobato.'s Hiromi Katou.

The manga is an action/sci-fi/comedy set in a world where humanity is split into city-dwellers, and those who live outside the city and have developed unusual powers-- these outsiders are known as the “Needless.”

Usually people with unusual powers end up being useful though. Why would this fictitious city label them needless...

It'd be a nice pun if there were a female needle user among the outsiders.

RedRoses: maybe because they don't have needs themselves?

Ahh good point though if their powers are unsual, that doesn't mean those powers are useful so they still could have needs. But maybe I'm just reading too into it, I've never actually read the manga, I'm just purely speculating. It could just be a random label like in other anime for all we know.
