One Piece in Japan. I think Naruto is the most popular globally though.

One Piece, not just in Japan but globally. It outsells Naruto and Bleach. It outsells the 2nd through 6th most popular manga in Japan combined (including Naruto and HXH).

In Japan One Piece sold almost 38 million copies from November 2010 to 2011.
Naruto was in 2nd place and sold close to 6.9 million.
 
Naruto is more popular in America, but the numbers just can't compare.
 
One Piece is also popular in European countries like France and Germany, but I'm not sure how the 2 series compare in popularity. 
Naruto seems as if it sells more, but I doubt the figures for either series hit that high.

on the most popular search engine:

One Piece (quotation marks around of course) - Naruto

237,000,000 (some results are not related to the anime series but let's just not care about) < 349,000,000 results

on the youtube the same thing happens (if you don't believe check it out)
