Panty for most delinquent. Most gangster though... not sure. A lot of them are good guys ultimately out to do good things and not hurt anyone who isn't a baddie. Riley Freeman doesn't give a fuck though. He's a trouble maker and will start shit solely because it's in shit's nature to be started.

But for me Kagetora and Kanji are more gangster. Kagetora was known throughout his region of Japan as the toughest and scariest member of the Yakuza and is badass in everyway. And Kanji beat 100 gang members in a fight by himself just because and wears his school coat like a boss.
