Can anyone help me identify this creepy anime?

Hey guys, maybe someone here can help me ID this creepy anime I watched back in the day. Hate asking this type of question since it's so prevalent, but it's been bugging me for the longest time.

I don't recall if it was an anime movie or series, or even what the main plot was even about, but it did have this one creepy scene that left an indelible mark in my memory.

It was based in an age with Kings and Queens, swords/bows & arrows and that sort of thing (feudal age?), but the evil queen had some baby that died in some way or another. It might have involved poison food. Anyway! She couldn't handle the death, so she pretended the infant was still alive and convinced her subjects to do the same else they face consequences.

She'd feed the baby, nurture it, all the things you would do normally, but again, it was a dead body she was clutching onto. I don't remember who the husband was. He MIGHT have been this like, creature thing, and not human-like at all. Their scenes always took place around a long table inside the castle. I can't recall the protagonist or even what his main goal was. I know I watched this about 10 years ago.

Sorry about the vagueness, but this is call I can recall. Any help would be much appreciated! It's been racking my brain for a while now.

@InsiderGamer: It sounds vaguely like Reign: The Conqueror but I might be wrong. That one had a snake witch and a king of Macedonia and the woman was creepy as hell (though come to think of it, the character designer made everyone look anorexic).

For those curious, the OVA in question was Orguss 02. My description, while accurate to some degree, wildly gives precedence to all the unimportant aspects, while ignoring the important stuff.
