raiden is at peak has bloodlust and weapons vs any naruto character u could make a list of people that can beat him if u wont

Anyone with Edo Tensei up for starters, anyone who has a passion for manipulating electricity as their main ability since they likely could prevent Raiden from lethally shocking them. Anyone that can use shadow clones is a plus. Likely all the Kages(Tsunade did survive that teleport after all), Naruto and Team 7 would maul him.
Tough spot for Raiden to be in to be honest, most of the cast is way faster than he is and pack attacks that could easily end the fight, some of them should be able to seal him too.
Rock Lee is that is needed here... Even the Chunin Exam Rock Lee would do great
