Yes but team Urameshi has ways to deal with them. Other than Yusuke and Hiei having destructive capacity far beyond what the Admirals have dealt with, as well as spiritual based attacks, but Kuwabara has the dimension cutting sword. And Hiei has the darkness flame which could destroy the admirals maybe minus Kizaru. Their intangibility won't be worth much then.

I see, but for Kizaru, are his movements lightspeed too, or just his attacks?

Apparently both, but his reactions and or/attack style permit those much slower to tag him.
