Which Is harder to achieve & why?

Pirate King by far. While the title of hokage is definitely something that must be earned, becoming king of the pirates is definitely much more difficult to achieve. At least the title of hokage is a feasable goal, whereas up until whitebeards death, it was unknown whether the one piece even existed or not, yet countless souls have taken to the sea in order to find this mythical treasure, yet not one of them have succeeded, not even whitebeard, who can split islands in two at will, yet Luffy, depite knowing that he has a long way to go, follows his hopes and dreams, enduring hardship after hardship and presses on no matter what life throws at him. despite just being one more pirate chasing a seemingly impossible dream, he aspires to become the one who will become the king.

It's got to be Pirate King. Not only do you have to fight some ridiculously strong opponents, most of whom are well beyond super human and even untouchable until you master haki, but you also have to navigate some ridiculous oceans and islands and no one even knows where One Piece is.

To be a Kage you need to be the strongest in your village and Naruto already is that. He just needs Tsunade to die so he can take over. Naruto also had a big advantage to start with in that he was given the Kyuubi's massive chakra to start with and from that point onwards it's just training and becoming the strongest. He's never had to traverse perilous oceans where everything is out to kill you including giant Sea Kings, the Navy in it's entirety, countless other Pirates and Villains etc etc.

Yup. Not to mention that the hokage title is something that is equivalent to four other titles. Potentially 5 people at a time may have authority on par with the Hokage. The Pirate King stands alone. Even a yonko (which is a pirate king but not THE Pirate King) is a bit harder because only 4 can have that title not 5 and it involves having many territories including whole island nations under your rule and protection vs the Hokage only having one village. The true Pirate King's authority extends all around the world. It is a rank that only one has achieved so far and there is no automatic successor. To be a kage you have to be the strongest in your village. Naruto has already become the strongest of his and all 5 of the major villages. He just needs to wait for Tsunade to die or retire. If he were malicious enough, he could have had the hokage title by force by now if he really wanted to. Also upon the death or retirement of a kage, a successor is named immediately. Although both are considered the pinnacle rank in their respective worlds, the title of Pirate King is definitely rarer and potentially more difficult to achieve.
