Sensui is at the low-end of S-class. Mukuro is at the High End of S-class and is considered one of the few who may actually be able to challenge Raizen at his best. Sensui got wrecked by Yusuke controlled by Raizen, and Yusuke was getting his ass handed to him by a dying Raizen.

mukuro is the second or third strongest character in the series. easy win.

but sensui may have a greater growth potential coz of his sacred energy
