@CerusSerenade: Pretty sure Light never had the Shinigami eye, he got others to do it for him as he wanted to live for as long as possible. Light got others to willingly cut their lifespan in half just to do his bidding and has manipulated others without even using his Death Note (like how he got Rem to kill L). Lelouch relies on his Geass too much; without it he'd only have the Black Knights. Geass may be stronger, but Light would beat Lelouch in a battle of wits any day.
If there is no Death Note or Geass, Lelouch loses. Light used his pure genius and resources to gain more than Lelouch did without Geass, even though Lelouch did take over the world with Geass. But with them, I'd still say Light if Lelouch is in character. He's too confident and always gives people his name (except when he's the Zero).
In a straight up fight, Lelouch likely uses Geass to have Light off himself.
In a battle of wits, I could picture Light prevailing. Whereas Lelouch was largely dependent on his Geass to aid him in his plans against Britannia, Light was able to figure things out on his own without much need of the Death Note in most instances. So long as Light is careful not to provoke Lelouch into using Geass, he should be able to dupe Lulu into giving out his name and off him with the Death Note.
@CerusSerenade: KingofAsh is right. Light never gained the Shinigami Eyes at all throughout Death Note, even during his final moments alive. Light had gained knowledge of Near's real name when Mikami was duped into writing all the names of the Kira Investigation Team into a fake Death Note as Near had switched out the real one that Mikami had in his possession earlier on.
