King Piccolo from Dragonball faces the characters each HST verse from the weakest to the strongest (one on one) and gets healed after every fight.

Who is the strongest character that he can beat in-

1. Naruto

2. Bleach

3. One Piece

Only HST characters I don't picture Piccolo surviving against are the Jinchuriki, the Bijuu, Juubi, Madara, Hashirama, Juubito, Yamamoto, Kizaru and maybe some of the later Bleach baddies since I heard Yamamoto was recently killed off by one of them (haven't read or followed events too well since after Aizen's defeat).

@Dream: He was tricked and killed with his guard dropped, unfortunately.

@5th: Characters up to Piccolo Daimao saga were only at city-level as Piccolo couldn't even spam his Demon Destructive Wave since several uses of it left him fatigued in his battle with Goku. High tiers within the HST should be capable of fighting him equally or greatly surpassing him.

Naruto - Stops at Bee/Hachibi. Strongest would probs be KCM Naruto or Prime Nagato.

Bleach - He should beat all among the Espada except for maybe R2 Ulquiorra if he gets a clean hit with Lanza. Also any captain + base Aizen and Yamamoto. Would stop at Shikai Yamamoto/Aizen and probs H2 Ichigo.

Op - Idk. He's not beating any Admiral-tiers.
