Danzo wins this one. You have to remember that Danzo wasn't fighting at full power again Sasuke because he was trying to save some of his energy for fighting Tobi after. He never used Shisui's eye which is pretty much a game over technique. Plus you have his 10 sharingan eyes which can each cast Izanagi, which is effectively another hax technique and it's game over for pretty much anyone.

His fight against Sasuke was total PIS. He was made to lose that fight which given his techniques he should have easily won. Izanagi pretty much gives him 60 seconds to whatever he wants while the opponent thinks he's killed him. Only a hax character like Sasuke can counter it.

^Agreed. Kakuzu couldn't do anything to Danzo, while Danzo could run up with Izanagi activated and cut Kakuzu's head of

@ohgodwhy: You're forgetting something, Danzo did use Shisui's Sharingan earlier to control Mifune and because of using it he couldn't use it anymore so Shisui's eye is out of the category since I took out Koto. Kakuzu's battle with Kakashi, Naruto, and Team Asuma was total PIS. Kakuzu was Trolled the hardest and lost due to PIS.  Don't forget Kakuzu is very versatile in his masks summons considering he can spam all 4 natural elements and stretch his limbs to catch targets, etc! Danzo may be set with Izanagi but he is quite slow.... Considering he started the fight by punching Sasuke and then attempting to use a Kunai when it was clear from the beginning that nothing could penetrate Susano'o. There's also the poor feat of him wasting one of his last four Izanagi's getting hit by shurikens... Danzo isn't so fast either, he had Sasuke on hold with his summon and wind jutsus yet was so slow that he couldn't reach Sasuke until Sasuke had destroyed his summoning. These two characters were both PIS and trolled in a sense as they were held back from their true potential in the story.... Heh, that's plot killing for you.

Izanagi is probably one of the most broken techniques in the Naruto verse and to even stand a chance of countering it you would need a sharingan. I agree that Kakazu was beaten a little to easily given his potential but I still think that Danzo should've won that battle against Sasuke with ease.

Like you said Danzo was fighting like a fool, which I think was a perfect example of PIS. Why would Danzo, who is such an accomplished and experienced ninja, fight the way he did against Sasuke? Ridiculous.

So I'm still going to stick with Danzo in this one.

@ohgodwhy: I certainly agree with you, Danzo was so hyped yet ended up being beaten by some unexperienced emo kid -_- The same goes with Kakuzu though I wasn't surprised much considering Kakashi was at Kage level. Though it was complete PIS that he fell for a simple Shadow Clone.... Kishi sure does like trolling his over hyped characters (Right now he's trolling poor Madara). Though remember Kakuzu's masks work individually so Danzo might have to come up with a strategy to beat Kakuzu as Danzo can't just be spamming his Izanagi or else he'll eventually die just like he did against Sasuke. 

@eddz99: xD It's true in a sense... Sasuke powers are handed to him... Unlike Naruto who trains and works for his well deserved powers. He would've not won that battle without Karin's assistance, Zetsu spores, etc.... And the fact that he can spam the most powerful Sharingan techniques is crazy!!! The guy was still able to spam Susano'o after beating Danzo, you would think after the considerable chakra wasted while fighting Danzo would leave Sasuke wasted after the fight.... Then afterwards he goes and immediately gets his eyes implanted with Itachi's eyes! LIke WTF? Is there no limit to Sasuke's chakra?

Sasuke trained tirelessly to awaken then master his Sharingan and techniques. Nothing was given to him. Naruto, however, was given Kyuubi and a healing factor. Sasuke mastered advanced techniques as a Genin. Naruto couldn't even use the simplest jutsu.

Tbh neither Naruto nor Sasuke had to really work for most of their powers. Sasuke's was born with the potential for hax jutsus and Naruto's was born with the power of the nine tailed fox within him. Take away both their powers and you'll realise that Sasuke is a far better ninja because he is a natural genius. Naruto's won pretty much all his fights using Kurama's powers, take away Kurama's chakra and you have a ninja that couldn't even use a substitution jutsu and his only good early jutsu was the shadow clone jutsu which he can only use effectively because of Kurama's powers. That and he's been trained by some of the greatest ninja ever.

 That's when he was a Genin, reason why he learnt most of those advance Jutsus was because Kakashi gave him Copy Sharingan which basically explains why he's capable of doing different jutsus. Also he didn't really earn the Mangekyo Sharingan, Itachi lost intentionally so Sasuke didn't really beat Itachi in order to gain the MS. Then the Zetsu spores amped his chakra so that he would be able to use MS Jutsus like Susano'o and Amaterasu without worrying about the exhaustion of chakra.
