@Dream: In terms of raw stats Rakan is nowhere near to Raditz' destructive capacity.
His atack leveld multiple mountains and he's leagues stonger than Piccolo Jr. from the 23rd Budokai. Said Piccolo managed to destroy an entire island surrounded by mountains.
In comparison Rakan at best would be capable of leveling a mountain with the size almost as high as the Mount Everest (8.3 km)
But here's the catch. Dragon Ball doesn't have that many speed feats. Until later in the series the characters are stuck at Mach 14-28 speeds.
In comparison Rakan is about Mach 150 in speed. Potentially even higher. He can casually dance around Radizt or attack him before the other would even process a thought.
Rakan also possess a mdreadful technique called Zanmaken Ni No Tachi (ZnT). It's a Shinmei-Ryuu swordsmanship skill that allows the user to attack whatever they want. They release a ranged slash that would phase through anything besides the intended target. As such ZnT has shown to pass through alies to hit the enemy hiding behind, ignore barriers or other protection to hit the opponent directly, harm targets with logia-like dispersion or even actual intangibility and exorcise spirits possessing someone's soul.
Basically, Rakan can choose to target Raditz's internal organs or worse, target his very soul. Both of those can be used to circumwent his raw durability.
Although Rakan normally doesn't rely on this technique. He only showcased Zanmaken Ni No Tachi to teach Negi how dangerous Kurt Godl really is (who was the master of the said technique). Still, it's unreasonable to think he would use ZnT once he realized that his normal attacks won't work.
