I'm gonna give this one to Wrath, though it won't be an easy one. While Wrath's definitely swift enough with his swordsmanship to prevent Izumi from performing any alchemy, Izumi's skills in hand-to-hand combat would make her a tougher adversary since she wouldn't be as dependent on alchemy to evade attacks like Roy's battle with the Fuhrer in the anime. Wrath's opportunity for an opening with Izumi would be whenever the woman gets worked up enough in the battle where she coughs up blood. Once Izumi keels over in pain from the blood spewing, then she's easy pickings for Wrath.
