Well knowing Goku's physical strenght outmatches Wally and that he is a better fighter and on top of that he can fly and produce ki.... well yeah he wins but not easily tho beacuse Wally is to fast and it would get annoying to goku but than again Goku can also run at the same paste as wally unless Wally steals goku's speed than that's when the fight getsa little better because Wally would be hard to target. but in the end Goku wins... also there is no need for SSJ4 cuz that's unfair to Wally, just have Goku fight in his normal state.

He never stole SBP speed any way Wally stomps one IMP and game over he can also steal Goku's speed and vibrate him and make him explode Wally has attosecond reaction way better then Goku's reaction Wally stomps.
