In Duty Mode, Gir actually came close to taking over the Earth. If Gir went into this battle like that, he could easily take out Team Rocket with a complex plan. If in his normal form, Team Rocket has a big chance at wrecking Gir apart with their Pokemon.

@GeNeSiS: Then Gir should win this battle. In his serious and duty state Gir has come quite close to taking over the Earth single handedly and is able to conduct complex and well organized plans and could easily come up with a well thought of strategy to defeat Team Rocket.
