Luffy might win as he can blitz. If the distance was greater Dante could go quicksilver on his ass.

Not sure what having haki off or on even matters here, Luffy's reaction time is enough that wouldn't need CoO against Dante, and he can definitely damage him without CoA, bloodlusted at ten feet away though hm, and it's already in character for Luffy to blitz soooo. Luffy should be able to get to Dante before Dante does anything and feed him some giant rubber fists

@CerusSerenade: he doesnt have to state them in order for us to deduce go read the rules of the forums and even if he didnt luffys precognition can make him act before dante uses quicksilver
