Gaara gets my vote. He's got the greater range and defense. Hisoka is somewhat stronger and faster but not by enough to make a great difference in this battle. Only way is see Hisoka winning is if he emitted a Nen with a killing intent to slow or cripple Gaara, but it's somewhat akin to reiatsu crush. I don't know if you want to count it. Also in Gaara's case his defense acts on its own still I believe so it wouldnt matter much.
