Well, I agree that he can beat Spidey in straight battle. But his Spider-senses combined with his wits makes Spider-Man a greater threat than the level his powers would suggests. In a battleground like Manhattan city, Peter would use the environment and a bit of webbing to lure Charizard into a trap. That's the regular way how Spidey handles stronger opponents. And it usually works unless the enemy is just way above his league.Even Charizard is powerful enough to defeat Spider-Man.
