Well, they not really allies (only the CP9 are) the Shichibukai work for the World Government and they only take orders from them. But I guess I'll let it slide

9 Tails is basically Mountain level+ 10 Tails would be like a city buster

Although, if no tailed beast are here then Marines should win. They have a healthy speed, dc, durability, stamina, and home field advantage. The only problem I see for them is Tobi with his hax but he would be easily overwhelmed.

This, its a little one sided with all of the jinchuriki and the Ten Tails involved.

That would make the 10 tails inferior to the 9 tails. It requires more power to destroy a mountain than a city.
