A popular merchandise type in Japan is the "figure", which can be an action figure or a still figure, generally of an anime or manga character (although there are any number of original designs as well).
Figures simply refer to any "figure" type of toy or collector's-item, based on any number of characters. They are popular all over the world, but Japan seems to have a greater variety of them. In Japan, one is likely to find ones based after anime and manga characters, as well as video game and western comic characters, or even generic big-breasted women not associated to any pre-existing franchise.
