In most religions there is an unholy create that is the master of all temptation. This creature represents all of society's sins. They gain followers through promises of their deepest disires. Sometimes the claim is real while other times it may have been a lie. One of the most popular creatures of ultimate evil is Satan, the angle who rebelled against God. 
 
The ultimate evil resides in the most evil place. In Christianity it is known as hell. This is where it is believed that many of the evil-doers on society go to be punished. Different versions has the ultimate evil imprisioned with them while others have him the one who tortures them all.
