No one really knows what Elizabeth is, other than the fact that he/she/it was adopted as a pet by Katsura, but became an equal member of the anti-foreigner faction.
There are some hints throughout the series that "Elizabeth" is simply an old man hiding in the suit of some kind of space duck/penguin/bird thing. Whatever the case, Elizabeth mostly speaks by holding up written signs like Wile E. Coyote.
