Optimistic Chihaya and pessimistic Kagetsuya are two angels sent from Planet Eden to walk among mankind (the "Earthians") and determine whether the race deserves to survive. This interesting premise is then stretched in all kinds of hack directions by a crew that seems unable to decide what to do with it. The boys bicker constantly about humanity, though since both have been chosen for their good-cop/bad-cop attitudes, each is unlikely to convert the other. Like a fey version of Highway to Heaven, they simply wander in and out of what could almost be episodes from other shows-a London music biz soap opera, for example (featuring a dark angel), or an SF tale of psychics (when Chihaya rescues a runaway psionic in Hong Kong). Yun Koga's original 1987 pretty-boy manga was given a considerable amount of screen time for a video release, and the whistle-stop international setting would have been very difficult to achieve in a live-action budget. However, matters were not helped in the U.S. market by a distributor that coquettishly refused to number the tapes, forcing many potential fans to watch episodes in a random order.
