A member of the Vandenreich's Stern Ritter and his letter is O for Overkill.
Driscoll is a large hulking man, far taller than most any Shinigami, with a large dark coloured chinstrap beard, and broad face with hard features. His attire is a standard variation of the Sternritter Officer Uniform, including a pure white trench coat, hooded white cloak, white pants and black shoes. His black belt has a chain coming down on both sides and joining together at a single ring on the back of his belt.
Dirscolls personality is totally ruthless and merciless, killing any and all who stand in his way without question or remorse. He was also shown to disrespect those he has killed by mocking their power in front of their comrades and friends.
Driscolls first appearance is not directly seen until he recounts the events later to Yamamoto, but he was present during the slaughter of the 106 shinigami who were defending Black Ridge Gate in the Soul Society. During the attack he fought with and subsequently killed the 1st Division Lieutenant Chojiro Sasakibe, but not before stealing his Bankai with his medallion. He sends Chojiro straight into the office of Captain-Commander Yamamoto, by impaling him and propelling him with one of his Holy Arrows, which marks the beginning of the War between the Wandenreich and the Soul Society.
Driscoll takes part in the 1st invasion of the Soul Society, and he confronts Shuhei Hisagi, the Lieutenant of the 9th Division. However Shuhei is overwhelmed easily by Driscoll who then mocks him and then explains his power “The Overkill”, which allows him to increase his own strength for each person or animal he kills. Stating how many shinigami he has already killed he prepares to deliver the final blow and kill Shuhei, but his attack is stopped by the arrival of Yamamoto.
Driscoll laughs at Yamamoto and summons out Chojiros Bankai, Koko Gonryo Rikyu, so he can kill Yamamoto with his own subordinates Bankai. Driscoll further mocks Yamamoto as he relentlessly attacks him with Koko Gonryo Rikyu, telling him he should be thankful that he can see Chojiro’s Bankai again given that it’s been over 2000 years since he last used it in his presence. Yamamoto, however is unfazed by the assault and strikes out in furious rage against Driscoll, who is suddenly consumed by fire as his flesh turns to ash as he is completely incinerated to his very bones by Yamamotos Shikai, Ryujin Jakka, ultimately killing him.
Driscoll is a powerful Quincy commander in the Wandenreichs Sternritter forces. As Such he has a high level of skill in both close quarters combat and ranged weaponry, however he rarely uses his Holy Arrows as he opts to enter into a physical confrontation whenever he can. He uses the inherent Quincy skill of Reishi manipulation to create his weapon of choice, a pair of large Tekko, which over his knuckles and act as a fist based weapon. His use of the Holy Arrow is also different from other Quincy who fire them from a ranged weapon such as a bow or gun, he throws them towards his target like a javelin, which carry enough force to launch a target a great distance before they stop. He likely does this due to his immense physical strength, which is augmented even further thanks to his ability “The Overkill” which allows him to increase his power every time he kills something.
Shortly before killing Chojiro, he stole Koko Gonryo Rikyu, his Bankai, from him via his Wandenreich Medallion. He showcased its power while trying to kill Yamamoto, causing a powerful and large lightning storm to rain down of the Captain-Commander.
Blut Vene - A skill inherently known by all pure blooded Quincy. By allowing Reishi to flow through their veins, a Quincy is able to dramatically bolster their defence to levels where they are able to fend off direct attacks from a Captains Shikai. The defence is not completely absolute however, as sufficient power is able to tear through it, such as power from a Bankai or by a sufficiently powerful individual.
Blut Arterie - The counter to Blut Vene, a skill inherently known by all pure blooded Quincy. By flowing Reishi through their arteries‘, a Quincy is able to boost their damage potential to incredible levels. Very little else is known about this skill, but it's said to be the only way a Quincy is able to deal sufficient and decent damage to a Bankai wielding Shinigami.
The Overkill - Driscolls signature skill, known as "The Overkill", allows him to seemingly endlessly increase his own power the more he kills. He also said that the increase in power is static and has nothing to do with the target he decides to kill, saying that he would gain the same amount of power from killing a fly or a human.
