We both know a character like L doesn't get explanation. They wanted a young looking detective that is a polar opposite to Light and for some reason has access to the FBI at whatever age he is. It's ridiculous character background, but it makes for good fan service.
 
It's the same reason why Detective Conan has been 8 years old for almost 600 episodes. There is a character they want to place there and damnit they will do it. Although, Jimmy Kudo actually has an explanation for why he is so smart so I dunno.
