Naruto's sage mode breaks, because the merging failed and now Pain has the upper hand. The God Pain has regained his full power again, and Naruto realizes he can not use Ninjustu or even Taijustu against the other Pains. Fusaka suggest Genjustu, something Naruto sucks at.
