Brock was first created as the first gym leader in the Pokemon game Red, by Satoshi Tajiri, being the Gym Leader of Pewter City, and going under the Japanese name Takeshi. He was designed by Ken Sugimori and Atsuko Nishida for the original video games, with his design being adapted for the Pokemon anime by Sayuri Ichishi. In the anime, he retains his name and backstory, although in the English adaptation his name is changed to the more well-known Brock.

In the anime adaptations he is portrayed by Yuji Ueda. For the first eight seasons of the English anime, he was played by Eric Stuart. From season nine onwards, he was played by Bill Rogers.
