The two groups battled for dominance in years prior to the story's beginning and the regular vampires won. However, one vampire, Jiro, is trying to get his younger brother Kotaro into the Special Zone, a secret city where vampires thrive-- and he learns that the Kowloon Children are going to attempt to infiltrate it.
