Arbitro is the twisted head of the Vischio organization that partakes in illegal activities. He is the director or Toshima, and Igura.
Overview
Arbitro is a gaudy, twisted and flamboyant man. He is the current head of the Vischio crime organization, and essentially runs Toshima and Igura. He is considered the most powerful man (in terms of status) in Toshima, and possibly Japan. Arbitro stands at 181 cm tall with blond hair, always wearing a mask. Arbitro has a very sick obsession with admiring and mutilating the bodies of young men, specifically one by the name of Kau. Kau
Kau is the product of Arbitro's 'hobby'. Kau was once a boy participating in Igura, but what mutalated and turned into Arbitro's dog. His vocal cords and eyes were cut out, but he possesses an impressive sense of smell. Because of this Kau is often used to track down wanted Igura players. Kau has piercings and scars all along the front of his chest, and has grey hair that hangs in his eyes. Because Kau is Arbitro's 'dog' he walks on all fours, and carries things in his mouth. The name Kau translates into English a 'dog', Gunji calls Kau 'Tama' which is a pet name for a cat.
